Are you ready to start your journey towards becoming a licensed insurance professional in Manitoba? If you are applying for an insurance licence for the first time, here’s a simple guide to help you determine your eligibility and get started:

Overview
The sale or adjusting of insurance is a regulated occupation in Manitoba. To work as an insurance agent, broker, or adjuster in Manitoba, you must be licensed by the Insurance Council of Manitoba (ICM).
If you fall within the definition of an agent or an adjuster, you must be licensed through the ICM to legally conduct insurance activities in Manitoba. An individual must have their licence before providing insurance-related services, even if they have finished their education and have an employment contract.
To become a licensed insurance agent or adjuster in Manitoba, applicants must meet specific educational and professional requirements, complete the necessary online application forms, and pay the required fees. The below provides a step-by-step process to help you navigate the application process.

Steps to Apply for an Insurance Agent or Adjuster Licence in Manitoba
Before applying, ensure you understand the full process of what you will be expected to provide during the application process:
- Educational Qualifications: You are required to meet the educational requirements listed on the Insurance Council of Manitoba website (See #2 below for details per insurance licence class).
- Criminal Record Check: Residents of Manitoba are required to provide a criminal record check, and residents of other jurisdictions may be required to provide a criminal record check. Specific details on who must supply this check and how to apply for this check can be found on the ICM website.
- Errors & Omissions Insurance: Ensure you have valid Errors & Omissions Insurance that meet Manitoba’s requirements. Specific details are available on the ICM website per class of licence.
- Sponsorship: You must have valid sponsorship from an agency/adjusting firm or a sponsoring insurance company.
- Additional Occupations: If you have another occupation/job outside of the insurance industry, check if it could be a conflict of interest or a perceived conflict of interest. This might affect your eligibility for a licence. Part of the application process is determining that licensees are not in positions of power that could provide an advantage over their clients.
- Supervision: Specific levels and classes of Agents and Adjusters are required to be supervised (Life Insurance Agents who have not held a licence continuously for one (1) year, Level 1 General Agents, Level 1 Assistant Insurance Adjusters). The licence holder must abide by the Supervision requirements for the particular class and level of licence that they hold. Refer to the Licensing Information per class of licence to verify if supervision is required for your class and level of licence.
- Other Criteria: Be prepared to provide additional information about any past criminal convictions, bankruptcies, or other relevant suitability details. If you answer “yes” to any of these questions on your application, you will need to provide an explanation and/or attach evidence as a PDF or JPG.
- Insurance Agent:
- Life and Accident & Sickness Licence: Must complete the required pre-licensing educational courses. Refer to the The ICM Exam Process for Life and/or Accident & Sickness Applicants.
- General (Property & Casualty) Licence (Level 1, 2, or 3): Must complete the required pre-licensing educational courses. Refer to the Education/Exams/Licence Levels.
- Insurance Adjuster: Must meet the educational requirements for the desired level of adjuster licence (Level 1, Level 2, or Level 3). Refer to the Insurance Adjuster Licensing Procedures.
Submit your application form (refer to the information on the Applications & Forms page of the ICM website).
Please refer to the Current Processing Times available on the home page of the ICM’s website to check the status of your application. Applications are only placed into the queue with the ICM once the application is “Pending ICM Review”.
- The ICM will review your application and notify you of the decision. If approved, you will receive your licence and can begin practicing as an insurance agent or adjuster in Manitoba.
Additional Information
- Licence Renewal: Licences must be renewed annually. Agents’ licences are valid from June 1 to May 31, and Adjusters’ licences are valid from July 1 to June 30 each year.
- Continuing Education: Licensed agents and adjusters must complete continuing education requirements to maintain their licences. Refer to the detailed information available on the ICM website for further information.
