Who Must Provide a Criminal Record Check (CRC)?

Criminal Record Checks (CRCs) are only valid for six (6) months from the date of issue.

Individuals seeking a General, Life, A&S, or Adjuster Insurance Licence must provide an original criminal record check (CRC) if the person applying is a resident of Manitoba AND falls into one of the following categories:  


- the person has never held a licence with Council; OR
- the person has not held a General, Life, A&S, or Adjuster licence with Council within the past year; OR
- the person’s criminal history has changed since they last applied for a licence with Council.

If the criminal record check lists a possible match or conviction(s), the applicant or licensee is required to provide a criminal record check by fingerprints which would detail the possible match or conviction(s).

Individuals who are submitting applications to renew or transfer a licence are not required to obtain CRCs unless, since the date of the last application, the individual has been convicted of a criminal offence, has pending criminal charges, has received a Conditional or Absolute Discharge, or if the individual has been requested by Council to submit one. If the criminal record check lists a possible match or conviction(s), the licensee or former licensee is required to provide a criminal record check by fingerprints which would detail the possible match or conviction(s).


When completing your licence application, ensure you read the application instructions carefully, as you must still disclose your criminal record and details on the application form.

How to Apply for a Criminal Record Check (CRC)

The Insurance Council of Manitoba (ICM) is now accepting CRCs issued through Sterling Backcheck only when accessed through the Insurance Council of Manitoba’s landing page with Sterling Backcheck.

Two Important Notes:

Criminal records checks issued through Backcheck MUST be accessed through the ICM’s landing page here to ensure it includes the correct Manitoba requirements. The CRC issued through the ICM’s landing page will include results from both the “Canadian Criminal Record Check” database and the “Local Police Information” database. Checks not issued through the ICM’s landing page link will not be accepted as they will not include results from both databases.

Checks issued through Backcheck when accessed through the ICM’s landing page will cost an applicant $30.00, as opposed to a cost of approximately $59.00 when obtaining a CRC through a different channel in the Backcheck webpage.


CRCs are not acceptable when issued through any other third-party provider.

Residents of other Canadian Provinces:  Because residents from outside of Manitoba must be licensed in their resident jurisdiction in order to apply for a Manitoba licence, a CRC is not required unless the applicant has been convicted of a criminal offence, has pending criminal charges, has received a Conditional or Absolute Discharge, or if the applicant has been requested by Council to submit one.

 

Residents of the United States: Residents of the United States are required to obtain two separate CRCs from: 1) The Federal Bureau of Investigations (FBI); and 2) the applicant’s home State police department.  Note:  CRCs cannot be completed through a third-party provider, therefore, they are only acceptable to ICM when they are completed directly through the FBI and your State police department.  If the search indicates a criminal record may or may not exist, Council requires an original criminal record "printout" also known as a "Certified Criminal Record Check" (this is different from an initial CRC). Fingerprints would be required by the agency to complete this process.
